As Climateurope we’re happy to announce a new series of webinars. The first one will be on the interaction with users during the development of national climate scenarios. These are generally developed to create awareness of the potential impact of climate change and to support adaptation. They are made for society, and therefore it seems logical to involve potential users/stakeholders. This can be done already during the development of the scenarios or afterwards during the dissemination of the scenarios. During this webinar some short presentations will be given on experiences and lessons learned is some countries (Fai Fung from the UK and Maurice Skelton from Switzerland). After this we will discuss further on this subject: What drives the institutions that develop climate scenarios to interact with users? What is the influence of the institutional framework and the objectives of the scenarios? What are the challenges and lessons learned during the interaction with users?

For national and international climate data services it is quite a challenge to generate transparent complete and nevertheless compact information on the quality of datasets and their suitable application domains. Next to statistical properties of the dataset and its variables as such, the tractability of the data generation process is important. In many cases it is impossible that uncertainty indicators compound the cumulated effects of the data (re)processing, hence the importance of sufficient clarification of the data generation process. In the EU-MACS (European Market for Climate Services) project was clarified that insufficient quality management or insufficient communication about the quality can substantially reduce the use of data services and may also mean that users resort to simpler lower quality data.

Blockchains technology could be of help in the management of tractability of data generation pathways. Essentially, blockchains enable the provision of watertight evidence on how the current condition of an informational product has been generated via all previous transaction (processing) steps. To this end, blockchains need support from protocols that certify the reported state of the information in a designated transaction step. In other words, the applicability of blockchain technology depends to a large extent on the ability to describe unambiguously and consistently underlying processes on the basis of shared principles and standards.

The webinar’s main presenter Tommi Vuorenmaa will first clarify the properties and prerequisites of blockchain technology, and provide some thoughts on the application in the field of climate data services. Subsequently, the discussants Carlo Buontempo and Jesse Keenan will provide some first comments, after which others in the audience can submit question

Climateurope Webinar 2018: “Typologies of climate services products” @ Webex

Background

When looking at the definition of “ Climate Services”  many different products or services can be considered Climate Services, also many products that were not called climate services in earlier times. This complicates getting overview of what is developed and available in countries, in Europe or worldwide. It also complicates analysis of potential gaps between offered climate services and user requirements. Climate services can be grouped in many different ways: by sector, type of user (and requirements) focussed on, type of product delivered (e.g. basic climate data for the current climate, information on impacts of climate change, tools for visualisation of information), type of provider, etc. In several projects some distinction is made between various types of climate services (e.g. C3S, EU-MACS, Climate Knowledge Hub, ClimateAdapt). However, what typologies are most useful for users, for providers, to analyse potential gaps in available climate services? This webinar is meant to get some different views on what are useful typologies for climate services. After some short presentations we would like to discuss this further: How do potential users look for climate services and would this give useful criteria for a typology? What typologies do not work for users or providers?

Abstract:
The widespread influences of climate on the major agendas mean that provision of climate services can make communities, critical infrastructure, businesses and ecosystems more resilient to climate impacts. The demand for accessible, tailored and accurate services will continue to grow in the years to come driven by concerns over climate change and the occurrence of extreme events.

Climate services provide science-based and user-specific information for managing the risks and exploiting the opportunities created by climate variability and climate change. They assist policymakers and decision-makers responsible for climate-sensitive sectors to take practical actions based on the best available climate related information. A coherent understanding of the economic and social benefits of climate services is a necessary step towards the complete exploitation of their potential positive effects on societies.

This webinar shows how the economic evaluation of climate services is consistent in a co-generation framework, where both service developers and final users participate, creating a feedback loop which helps the evolution of the climate services over time.

Nonetheless, there is not a fit-for-all-purpose methodology to assess the value of the information embedded in climate services. To demonstrate the role of evaluation in the co-generation process, the key-role of both producers and users, as well as likely methodologies to use, we present some first insights from the CLARA project (Climate forecast enabled knowledge services).

ABSTRACT:
Despite growing data collection and a growing climate service market, uptake and use of climate data and information has largely lagged behind expectations. The EU-MACS project assesses the obstacles and mechanisms that affect the uptake of climate services in EU Member States, with special reference to finance, tourism and urban planning. This webinar presents results from engagement with the finance sector in the EU-MACS project.
In EU-MACs’ engagement with the finance sector, two different worlds meet: climate services and financial services. The finance sector and climate service providers are both highly technical and data-driven though operate in vastly different spaces, each with their own expertise and jargon.
Climate experts, for example, are still discovering how risks are approached in the financial sector.
This webinar seeks to help in bridging this gap by offering mutual insight for each group. Both structural and operational obstacles and drivers for climate service uptake in the finance sector will be reviewed. Current use of climate services, as encountered in the study, will then round out the discussion to allow for both climate service users and providers to further gain insight.

Climate prediction research for operations and services

Abstract
Climate prediction is one source of climate information for time scales ranging from three weeks to ten years into the future. Process-based global models initialized with the best initial conditions are the main tool used to generate climate information at those time scales. However, the process that takes a global climate forecast and converts it into action-oriented information includes many more stages that go from the understanding of the relevant climate processes, the evaluation of the forecast system, the merge with additional sources of information (both simulations from other global forecast systems, empirical forecasts and observations), and the downscaling of the information whenever required, among others. On top of this, only an appropriate user-engagement process guarantees that the information can be displayed in a form that is suitable to be employed in real-life decision making. These aspects will be addressed in this talk, focusing on how current research can and should be transferred to operational and services environments while, at the same time, climate prediction research can substantially benefit from a close interaction with operations and services.

Short bio of the Presenter
Prof Francisco Doblas-Reyes started working on climate variability at the Universidad Complutense de Madrid (Spain) in 1992, where he did his PhD. He has worked as a postdoc in Météo-France (Toulouse, France) and at the Instituto Nacional de Técnica Aerospacial (Torrejón, Spain). He was a research scientist at the European Centre for Medium-Range Weather Forecasts (Reading, UK) for ten years. He led the Climate Forecasting Unit at the Institut Català de Ciències del Clima (IC3) in Barcelona from 2010 to 2015. He is currently the head of the Department of Earth Sciences of the Barcelona Supercomputing Center (BSC-CNS, https://www.bsc.es/discover-bsc/organisation/scientific-structure/earth-sciences) where he leads a team of more than 100 engineers and researchers working on climate and air quality modelling and analysis. Prof Doblas-Reyes is a coordinating lead author in the next IPCC Assessment Report (Working Group I) and co-chair of the World Climate Research Programme’s Modelling Advisory Council. He has been involved in problems related to climate prediction for more than 20 years and is author of more than 150 peer-reviewed papers.
